摘要
目的:了解案例医院在多院区运行中行政管理面临的难点,分析存在的问题,在此基础上实施改进措施。方法:应用案例研究法对案例医院2013年第二院区开诊后,行政管理工作中面临的人力资源成本、办公自动化水平、行政办公职能调整、院区文化差异等方面产生的问题进行总结与分析,在此基础上结合实践经验和文献研究,提出有针对性的管理策略。结果:针对"一院多区"产生的难点问题,采取增加对第二院区的运行投入,加强多院区信息化建设弥补自动化办公不足,调整运行保障策略;加强新员工培训,发挥积水潭论坛品牌学术会议对学科联动促进作用,促进院区间文化融合;通过制度建设,调整行政组织和办公功能布局,扩充行政总值班队伍等管理策略,提高了多院区行政管理的整体水平。结论:多院区运行较单体医院在行政管理方面存在诸多难点问题,需要医院管理者在多院区建设和筹备阶段,提早列出问题和难点清单,在多院区运行中结合自身学科特点,不断调整管理策略,助力公立医院多院区高质量发展。
Objective:To understand the difficulties in multi-district administrative management faced by the case hospital,analyze the existing problems,and implement improvement measures,so as to provide a reference for the administrative management of other domestic hospitals with multi-district.Method:Using the case study method,the author summarized and analyzed the human resource cost,office automation level,administrative function adjustment,and cultural differences in hospital branches since the case hospital opened its second branch in 2013.The author put forward targeted management strategies by combining practical experience and literature research,Results:From January 2013 to January 2021,the case hospital took steps to overcome the difficulties in the operation of"one hospital with multiple branches"after analyzing its own multi-district operation and higher-level policy requirements.It has increased investment in the operation of the second branch,strengthened the digital operation in branches to make up for the lack of automated offices,and adjusted the operation guarantee strategy.It also has adjusted the administrative organization and office function layout through system construction,and expanded the administrative rotation team.Through new employee training,the case hospital gave full play to the Jishuitan academic conference forum to promote department interaction.It has promoted management strategies such as cultural integration between hospital branches.By doing so,the case hospital has improved the overall administrative management as a multi-district hospital.Conclusion:There are more difficulties in administrative management of a hospital with different branches compared with a single-location hospital.Hospital administrators are suggested to put forward the problems and difficulties during the multi-branches hospital construction and preparation phase,and constantly adjust management strategies by giving full play to their department advantages in the multi-district hospital operation.By improving the administrative management,public hospitals with different branches could have high-quality development.
