Study on Constructing Police Emergency Management System for Public Health Emergencies

突发公共卫生事件处置是公安应急管理体系的重要内容。对突发公共卫生事件公安应急管理体系的含义、特征和重要性进行系统分析,构建了以下公安应急管理体系:在预防与应急准备阶段,做好战时工作体系、应急预案和资源保障上的筹备;在监测与预警阶段,做好多边平台的打造和疫情相关矛盾隐患的预警处置工作;在应急处置与救援阶段,履行好强化人员场所控制和精准打击高发违法犯罪的职责;在事后恢复与重建阶段,做好保障复工复产、严防疫情反弹、落实战后抚恤表彰和总结战“疫”经验的工作。

The disposal of public health emergencies is an important part of police emergency management.Through the systematic analysis of the meaning,characteristics and importance of police emergency management system for public health emergencies,a police emergency management system is constructed as following:in the stage of prevention and emergency preparation,police department should make preparations for the combat working mechanism,contingency plan and resource guarantee;in the stage of monitoring and early warning,police department should do a good job in building a multilateral platform and early warning disposal of contradictions and hidden dangers related to epidemic situation;in the stage of emergency response and rescue,police department should fulfill the responsibilities of strengthening the control of personnel and their venue and accurately cracking down illegal activities that happen frequently;in the post recovery and reconstruction stage,police department should do a good job in guaranteeing the resumption of work and production,strictly preventing the rebound of the epidemic situation,implementing the pension and recognition after the public health emergencies,and summarizing the experience of fighting against the epidemic situation.
