实施产业基础再造工程是破解产业链安全瓶颈和构建新发展格局的重要支撑,是引领新一轮科技革命和产业变革的必由之路,也是推动我国产业高质量发展和建设制造强国的重要抓手。建议按照“质量为先、点链协同、企业主体、有限目标、分类施策”的方针,加强产业链链主企业和专精特新隐形冠军企业培育,强化“要素—平台—制度”三维支撑,探索建立新型技术攻关突破机制、创新产业政策支持机制、优化产业链上下游和跨领域协作机制、构建产业基础再造国企支撑机制、完善国内国际协同创新机制,构建有利于产业基础能力提升的创新服务体系和制度环境,加快推动重大基础装备、关键基础零部件、关键基础材料、高端工业软件等产业基础技术的突破和升级,努力构建和再造具有世界先进水平的产业基础体系。

The implementation of industrial foundation reengineering is an important support to crack the security bottleneck of industrial chain and construct a new development pattern,which is the only way to lead to a new round of scientific and technological revolution and industrial transformation,while it is also a significant grasper to promote the high quality development of the Chinese industries as well as build the country into a manufacturing power.Reflecting the principle of'quality first,point-chain coordination,enterprise subject,limited targeting,classified practicing',the study results suggest that steps be taken to strengthen the cultivation of the major enterprises in the industrial chain and the professional-elaborate-specialized-innovative hidden-champion enterprises,to strengthen the three-dimensional support of'elements-platform-system',to explore the establishment of an advanced technology breakthrough mechanism and an innovative industrial policy support mechanism,to optimize the upstream-downstream and cross-domain cooperation mechanism of the industrial chain,to build the state-owned enterprises support mechanism for industrial foundation reengineering project,to improve the domestic and international collaborative innovation mechanism,and to build an innovative service system and institutional environment conducive to the upgrading of the basic industrial capabilities.Meanwhile,it is also advised to accelerate the breakthrough and upgrading of industrial infrastructure technologies,such as those in major basic equipment,key basic components,key basic materials and high-end industrial software engineering,and to strive to build and re-create an industrial infrastructure system at the advanced level of the world.
