The Impact of Economic and Social Development on China’s Public Finance during the 14th Five Year Plan Period

“十四五”时期,我国财政肩负着构建新发展格局的历史重任,同时面临经济社会发展环境变化的冲击和影响。只有保持好财政空间、确保财政可持续,方才能够发挥财政在国家治理层面的重要支柱作用。研究通过梳理一些关键性的财政运行指标和经济社会统计情况,并结合我国发展战略和政策部署,发现:当前财政运行仍将受到疫情冲击及复杂环境的影响;而经济高质量发展、城镇化与区域均衡发展、生态文明建设对深化财政改革提出新挑战;人口老龄化、数字经济与新工业革命、全球化进入新阶段和完善收入分配等情况,则是财政需要长期关注的趋势性变化。

During the 14th Five Year Plan period,China's finance assume the historical responsibility of building a new development pattern,and at the same time faces the impact of changes in the economic and social development.Only by maintaining fiscal space and ensuring fiscal sustainability can play a fundamental and important role in national governance.We summarize key financial operation indicators and economic and social statistics,combined with China's development strategy and policy deployment,the study found that:the current financial condition will still be affected by the impact of epidemic situation and complex environment;high quality economic development,urbanization and regional balanced development,ecological civilization construction put forward new challenges to deepen the financial reform;aging population,digital economy Economic and new industrial revolution,globalization entering a new stage and improving income distribution are the trend changes that need long-term attention.
