探索老年教育的“中国方案”——核心议题、体系设计及发展路径研究

On the“Chinese Solution”for Elderly Education——Core Issues,System Design and Development Path

基于注意力理论,运用NVivo质性分析软件对28个省级政府老年教育政策规划作内容分析,挖掘政策的核心议题;基于政策目标和政策工具的二维分析框架,探究政策的内容实现,反思老年教育的发展现状,借鉴国外相关经验,整体系统化设计老年教育体系及可持续发展的治理机制。中国特色的老年教育发展应秉持以人为本的基本理念,制度完备是前提保障,积极自立老龄社会的共识是基础。完善老年教育治理体系,需要推进教育实施主体、教育内容体系、教育客体对象“三位一体”的整体性老年教育政策体系设计,优化教育途径和教育方式“两措并举”的运行机制,建设积极健康老龄社会。

Based on the theory of attention,Nvivo qualitative analysis software is used to analyze the content of the policies for elderly education programme of 28 provincial governments and explore the core issues of the policies.Based on the two-dimensional analysis framework of policy objectives and policy tool,this article explores the content realization of the policies,reflects on the development status of elderly education,and designs the overall elderly education system and governance mechanism of sustainable development.The development of elderly education with Chinese characteristics upholds the basic concept of people-oriented with a complete system as its prerequisite and guarantee and the consensus on an active and self-reliant aging society as the foundation.To improve the governance system for elderly education,it is necessary to promote the design of a“three-in-one”holistic elderly education policy system featuring education implementation subject,education content system,and education object objects,optimize the operating mechanism with the combination of educational approaches and educational methods to build a positive and healthy society for the elderly.
