山东融入京津冀协同发展——战略价值、比较优势与路径策略研究

Shandong’s Integration into the Beijing-Tianjin-Hebei Synergistic Development——Significance,Advantages and Strategies

实施区域协调发展战略是新时代国家重大战略之一,发挥省域比较优势,融入国家区域发展战略是实现高质量发展的必然要求。基于山东融入京津冀协同发展的战略价值与重大意义,提出山东融入京津冀协同发展的比较优势,包括经济体量大,产业门类全,互补优势明显;人口规模庞大,人力资源储备充足,科技创新优势凸显;自然资源丰富,生态环境改善,具有合作共享优势;政策组织优势明显,地方治理与京津冀同步协同等。但山东融入京津冀协同发展还存在以下问题:缺乏顶层设计和一体化战略布局,跨区域协同治理机制不完善,基础设施的互联互通不够,生态环保联防联治不足,科技创新协同有待加强等。建议采取加强顶层设计,扩大合作优势,推动产业协同,促进资源共享,推进互联互通,创新合作机制等路径策略,推动形成山东与京津冀协同发展的多赢格局。

The coordinated regional development strategy is one of the major national strategies in the new era,and the integration of the region’s comparative advantages into the national regional development strategy is an inevitable requirement for achieving high-quality development.This article first analyses the significance of Shandong’s integration into the national regional strategy by giving full play to its comparative advantages,and then proposes that Shandong has the advantages of integrating into the synergistic development of Beijing,Tianjin and Hebei,including a large economic volume with a full range of industries and obvious complementary advantages;a large population size with a sufficient reserve of human resources and prominent advantages in science and technology innovation;rich natural resources,an improved ecological environment and advantages in cooperation and sharing;obvious advantages in policy organization and unified local governance in synergy with Beijing,Tianjin and Hebei.However,Shandong’s integration is facing multiple challenges,including the lack of top-level design and integrated strategic layout,incomplete cross-regional collaborative governance mechanism,insufficient interconnection of infrastructure,insufficient joint prevention and joint governance of ecological and environmental problems,and insufficient cooperation in technological innovation,etc.It is recommended to strengthen top-level design,expand the advantages of cooperation,promote industrial synergy,facilitate resource sharing,innovate cooperation mechanisms,and summarize the Shandong experience of regional integration and synergistic development.
