充分发挥我国中医药独特优势 新形势下应加快构建中西医并重的医药卫生体制

Building a Medical and Health System with Equal Emphasis on Traditional Chinese and Western Medicine

新冠肺炎疫情爆发后,中西医结合交出了令人振奋的答卷。在这次与时间赛跑、与病毒抗争的人民战争的总体战、阻击战中,中医药在保障救治关口前移;从病魔手中抢救重症患者,战胜疫情,赢得时间;降低救治成本,缓解社会恐慌情绪等方面发挥了至关重要的作用。中医药是中国几千年形成的宝藏,是中华民族繁衍昌盛和文化长河奔流不息的重要动因之一,同时它战胜了历史上数百次瘟疫。中医药在这次抗击疫情中发挥了重要作用,理应得到重视与发掘,但我国中医药日益衰落的状况,包括所谓中医现代化,以西医方式管理中医,以政令消除中医药学,现存医学教育制度对中医的忽视以及利益驱动的西医药选择上的"需求偏好"等问题,应该引起我们深思。我们应当全面总结我国中医药在抗击疫情中取得的成绩,尊重中医药自身规律,推动中医管理和中医人才培育,抓紧构建中医药知识产权体系,充分发挥中医药独特优势,下决心构建中西医并举、并重、并跑的中国医药卫生体制。

After the outbreak of the novel coronavirus pandemic,the integrated traditional Chinese and Western medicine has produced an exciting result.The anti-pandemic situation has improved rapidly,with a significant increase in the cure rate and a great reduction of the mild cases becoming severe ones.At present,the pandemic has been well under control in China.In the overwhelming people’s war against the virus,the traditional Chinese medicine(TCM)played a vital role in bringing the treatment to an earlier stage,rescuing the severe patients,reducing the cost of treatment and alleviating social panic.TCM is a guarantee fostered over thousands of years.It is one of the important reasons for the long-term prosperity of the Chinese nation and the continuous flow of culture.At the same time,it has defeated hundreds of plagues in history.TCM has played an important role in the fight against the COVID-19,so it should be valued and explored.However,its declining situation in China,including the so-called modernization of TCM,the management of TCM by Western medicine,the elimination of TCM with government decrees,the neglect of TCM in the existing medical education system,and the interest-driven"demand preference"for Western medicine,should merit our deep thought.We should comprehensively summarize the achievements of TCM in the fight against the COVID-19,respect its own laws,promote the management of TCM and the cultivation of TCM talents,promptly build the TCM intellectual property system,make full use of its unique advantages,and make up our mind to build a Chinese medical and health system that places equal emphasis on TCM and the Western medicine.
