Experience and Enlightenment of“Two Mountains”Theory Leadingthe Construction of Ecological Civilization in Zhejiang

经过15年的发展,"绿水青山就是金山银山"理念已成为习近平生态文明思想的重要组成部分,成为推进我国生态文明建设的理论基础。浙江作为全国生态文明建设的先行先试省份,扎实推进"美丽浙江"建设:针对经济转型,提出"五水共治""四换三名""三改一拆"(1);针对村容整治,提出建设"美丽乡村"。与此同时,在制度层面也进行创新:在全国率先开展区域间水权交易,编制生态环境功能区规划,探索排污权有偿使用制度和生态补偿机制等。这些都为其它省市推进生态文明建设提供了实践"样本"。

After 15 years of development,the theory of“lucid waters and lush mountains are invaluable assets”has been an important part of Xi Jinping’s ecological civilization.It has laid a theoretical foundation for promoting the construction of ecological civilization in China.Zhejiang,as a pilot province in the construction of ecological civilization in China,promotes the construction of“beautiful Zhejiang”in a down to earth way:in view of the economic transformation,it proposes“five water co governance”,“four replaces and three famouses”and“three changes and one demolition”.In view of the renovation of village appearance,this paper puts forward the construction of“beautiful countryside”.At the same time,innovation should be made at the institutional level:taking the lead in carrying out interregional water rights trading in the country,compiling the plan of ecological environment function zone,exploring the paid use system of emission rights and ecological compensation mechanism,etc.All these provide practical“samples”for other provinces and cities to promote the construction of ecological civilization.
