摘要 上海中心城区供电可靠率在2020年首次达到“5个9”,跻身世界领先行列。“十四五”期间提高重点区域的供电可靠性具有必要性和紧迫性。东京配电网结构相对简单,配置原则与上海也较为相似,在减少计划停电和推广不停电作业、优化配电网架构、严格执行规划等方面均值得上海借鉴。为进一步提高重点区域的供电保障水平,在借鉴东京经验的基础上,提出上海市“十四五”期间可充分利用现状电力设施,布局建设“钻石型”配电网,经济有效地提高重点区域的供电可靠性建议。 Power supply reliability of Shanghai central city reached its 99.999%for the first time in 2020 and belongs to the world's leading ranks.It is necessary and urgent to improve the reliability of power supply in key areas during the"14th five year plan"period.Power distribution network structure of Tokyo is relatively simple and its configuration principle is similar to that of Shanghai.It is worth learning for Shanghai in reducing planned blackout and promoting non blackout operation,optimizing power distribution network structure and strictly implementing planning.In order to further improve the level of power supply guarantee in key areas,based on experience of Tokyo,it is proposed that Shanghai can make full use of existing power facilities,lay out and build"diamond type"distribution network and improve power supply reliability of key areas economically and effectively during the"14th five year plan"period.
