关于加快我市“十四五”期间科技成果转移转化的对策建议

Countermeasures and Suggestions on Accelerating Transfer and Transformation of Scientific and Technological Achievements in Tianjin during 14^(th) Five-Year Plan Period

以“十三五”期间天津市技术市场成交额为分析对象,重点从全市、各行政区角度研究判断了当前我市技术市场交易的总体态势和区域的非均衡状况,并与全国平均水平和先进省份进行了比较。据此,提出了加大技术供给侧的研发机制和导向改革、扩大科技型企业群体提升技术需求、发挥京津冀协同发展战略优势,推动更多科技成果在津转移转化的对策建议。

Taking the transaction volume of technology market in Tianjin during the 13th Five-Year Plan period as the analy-sis object,the overall situation and regional imbalance of technology market transaction in Tianjin are studied and judged from the perspective of the whole city and each administrative district,and comparison is carried out with the national average level and advanced provinces.Based on this,this paper puts forward some countermeasures and suggestions of increasing the R&D mechanism and guiding reform on the technology supply side,expanding the group of science and technologybased enterprises,enhancing the technology demand,giving play to the strategic advantages of the coordinated development of Beijing-Tianjin-Hebei region,and promoting the transfer and transformation of more scientific and technological achievements in Tianjin.
