独立学院转设是当前我国高等教育改革的重大任务。公办型独立学院是我国独立学院的重要类型,转设中面临的挑战更多,是"难点中的难点"。推进公办型独立学院转设须创新办学体制和办学模式,允许和鼓励各地采取灵活的政策措施和管理制度。公办型独立学院可探索转设为公有力量举办的非营利性民办高校、"无举办者"的民办高校或混合所有制高校,亦可探索"第三条道路"的办学路径。为加快公办型独立学院转设步伐,可采取如下对策:完善顶层设计,增进转设共识;寻求省市县政府支持,增强制度变迁动力;预防和化解风险,维护师生利益。

The transition of independent colleges is a great task of Chinese higher education reform at present.As public independent college is an important type of independent colleges,its transition faces more challenges.In order to promote the transition of public independent colleges,it is imperative to create new school-running systems and patterns.It should be encouraged that different regions can adopt flexible policy measures and management systems.Public independent colleges can be transformed into private universities founded by public authorities,private universities without host,mixed-ownership colleges,or the third path of school-running.In order to expedite the transition process,the top-level design should be improved and the consensus on transition should be reached.It is necessary to obtain the support from the provincial and municipal governments,thereby reinforcing the motives for institutional change.Finally,it is necessary to prevent and resolve risks so as to protect the interests of teachers and students.
