面向公安院校毕业生招警工作的思考

Reflections on Recruiting Police for Graduates of Public Security Colleges

自2016年1月起面向公安院校公安专业人才招警制度已全面实施,此次改革确立了公安专业毕业生为公安队伍补充力量的主渠道。改革实行五年来,公安院校毕业生的入警率显著增加,生源质量明显提高,招警考试内容程序更加规范,警察人员结构更为合理化。同时,在实践中也凸显出了招生与招警协调机制不健全、考试内容特色不明显、招考岗位与学生专业及学历层次对应度不高等问题。为进一步完善公安院校毕业生招警制度,从加强公安队伍招警和公安院校招生协调机制、建立具有警察职业特殊性的单独招录制度、完善招警考试内容和加强公安机关用人和公安院校培养人有效平衡等方面提出了一些建议,以期为提升公安院校人才培养质量和提高公安队伍建设工作建言献策。

Since January 2016,the recruitment system for public security professionals in public security colleges has been fully implemented.This reform has established the main channel for public security graduates to supplement the public security team.In the five years since the reform was implemented,the rate of entering the police for graduates from public security colleges has increased significantly,the quality of the source of students has been significantly improved,the content of the police recruitment examination procedures have been standardized,and the police personnel structure has been more rationalized.At the same time,in practice,problems such as the unsound coordination mechanism for enrollment and police enrollment,the lack of obvious characteristics of the examination content,and the inadequate correspondence between enrollment positions and students’majors and academic levels have been highlighted.In order to further improve the police recruitment system for graduates of public security colleges,we have strengthened the police recruitment and recruitment coordination mechanism of public security colleges,established a separate recruitment system with police occupational specificity,improved the content of the police recruitment examination,and strengthened the employment and public security of public security organs.Colleges and universities have put forward some suggestions on the effective balance of training personnel,with a view to improving the quality of personnel training in public security colleges and improving the construction of public security teams.
