从环境整治到乡村振兴:美丽乡村项目中的目标置换如何发生?——以浙江安吉为例

From Rural Environmental Improvement to Rural Revitalization:How Does the Goal Shifting in the Beautiful Village Project Happen:Taking Anji County as an Example

作为分税制之后最主要的治理机制之一,项目制在脱贫攻坚和乡村振兴中发挥着重要作用。目标设置是项目制的重要结构性要素,项目制中的目标置换问题始终受到关注。2002—2020年浙江省安吉县美丽乡村建设项目的目标从单一的农村环境整治目标逐步迭代升级为综合的乡村振兴目标。然而,学界已有的三种理论假说对这一现象的解释力均存在不足。本研究运用单案例研究策略,试图归纳安吉县美丽乡村建设中目标置换的发生路径。研究发现:①2002—2020年浙江安吉县美丽乡村建设项目共发生三次目标置换;②由于项目本身超越了事本主义的行政逻辑,在使命意识和担当精神驱动下,目标置换是地方和基层政府所采取的必然策略。

As one of the crucial national governance mechanisms after the tax-sharing system reform,the Project System plays a vital role in poverty alleviation and rural revitalization strategy.Goal setting is an essential structural element of the Project System,and goal shifting in the Project System has always been a great concern.From 2002 to 2020,the Construction of Beautiful Village Project in Anji,a county in Zhejiang Province,also experienced goal shifting.The project goal was gradually upgraded from a single rural environmental improvement to a comprehensive rural vitalization.However,the existing theories lack explanatory power for this phenomenon.This study uses a within-case design to explore the path of goal shifting in the Beautiful Village Project of Anji.This study concludes that:There are three rounds of goal shifting in the Beautiful Village Project of Anji from 2002 to 2020;Because this project surpasses the administrative logic,and driven by the sense of mission and the spirit of responsibility,the goal shifting is an inevitable strategy adopted by local and grassroots governments.
