摘要
人才是经济社会发展的第一资源,在"人口红利"逐渐消失,"人才红利"逐渐凸显的背景下,如何提高城市人才竞争力,打造人才高地,是摆在每个城市面前的课题。打造人才高地和诸多因素有关联,在人才研究工作中,研究者常未能详尽考虑。文章以深圳为例,试图全面找到影响城市人才高地建设的因素,文中分析了深圳高等教育、产业发展、法治建设、人才服务、人才发展体制、氛围营造等方面的现状及存在问题,并从育才、引才、保才、留才、成才、爱才等角度提出了具体的对策建议,为深圳打造人才高地提供思路,也对其他城市人才工作具有借鉴意义。
Talents are the first resource for economic and social development. In the context of the gradual disappearance of the"demographic dividend"and the gradual emergence of the"talent dividend", how to improve the competitiveness of urban talents and build a talent highland are big challenges for each city. The construction of a talent highland is related to many factors. Researchers often fail to consider in detail in the talent research work. Taking Shenzhen as an example, tried to find factors that affect the competitiveness of urban talents more comprehensively. It analyzed the current situation and existing problems in higher education, industrial development, rule of law construction, talent services, talent development system,and atmosphere build and so on. Specific countermeasures and suggestions have been put forward from the perspectives of talent education, talent attraction, talent preservation, talent retention, talent development and talent love in the paper, which provides ideas for Shenzhen to enhance the competitiveness of talents,and also provide a reference for other cities’ talent work.
