基于云平台信息系统的医联体建设实践

Construction of medical consortium based on cloud platform information system

在云平台信息系统架构支撑下,以大型三甲医院为龙头,联合若干不同法人的二级医院、康复医院以及社区卫生服务中心等,构建“1+X”模式区域医联体。医联体建设初期,以区域医疗资源共享为主要目标,建立检验、心电、病理、放射等多个医技共享中心。为了让优质医疗资源对患者更可及,逐步落实分级诊疗、双向转诊、远程会诊等制度及应用,建立区域医疗大数据中心、区域内居民全生命周期健康档案等,并从管理上构建区域一体化医疗管理体系以及区域医疗协同体系,最终打造以智慧医疗为目标,区域医疗资源共享、医疗活动跨机构协同、区域医疗行为统一监管,且不断延申院前和院后服务的医疗生态。

Under the support of cloud platform information system,“1+X”mode regional medical consortium was made,led by large tertiary hospitals,combined with a number of secondary hospitals,rehabilitation hospitals and community health service centers of different legal persons.In the early stage of the construction,the main goal was to share regional medical resources,and establish a number of medical technology sharing centers,such as laboratory,ECG,pathology,radiation and so on.In order to make high-quality medical resources more accessible to patients,we gradually implemented hierarchical diagnosis and treatment,two-way referral,remote consultation,established regional medical big data center,regional residents′whole life cycle health records,and built a regional integrated medical management system and regional medical collaboration system from the perspective of management.Finally,we built a medical ecosystem with smart medicine as the goal,regional medical resource sharing,cross agency collaboration of medical activities,unified supervision of regional medical behaviors,and continuous extension of pre-hospital and post-hospital services.
