后疫情时代大中小城市地摊经济政策差异化研究——以山东省为例

A Study on the Differentiation of Street-stall Economy Policy in Large,Medium and Small Cities in the Post-epidemic Era--Taking Shandong Province as an Example

后疫情时代,为了促进就业和恢复经济,地摊经济再一次受到全国人民的关注。不同规模的城市地摊经济发展状况各不相同,为促进地摊经济而实施的政策也存在特点和差异。本文以山东省为例,选取济南、泰安、曲阜等不同规模城市,通过构建“城市规模—地摊经济参与主体—政策工具”三维分析框架,研究不同规模城市地摊经济政策的相似和差异。研究发现,不同规模城市促进地摊经济发展的政策都相似,采用偏供给型和环境型、轻需求型的政策工具,逐步放宽对摊贩的限制。但大中城市地摊经济政策较小城市更加完善、更成体系。最后,本文建议不同规模城市促进地摊经济发展的政策要在一致性和区别化中寻找平衡。

In the post-epidemic era,in order to promote employment and restore the economy,the street-stall economy has once again attracted the attention of the people across the country.The development status of urban street-stall economy of different scales is different,and the policies implemented to promote the street-stall economy also have characteristics and differences.Taking Shandong Province as an example,this paper selects cities of different scales such as Jinan,Tai'an,Qufu,etc.,and studies the similarities and differences in the economic policies of cities of different scales by constructing a three-dimensional analysis framework of"city scale-participants of stall economy-policy tools".The study found that cities of different sizes have similar policies to promote the economic development of street-stalls,adopting supply oriented,environment-oriented,and light-demand policies to gradually relax restrictions on vendors.However,large and medium-sized cities have a more complete and more systematic economic policy than small cities.Finally,this article recommends that the policies of cities of different sizes to promote the development of the street-stall economy should find a balance between consistency and differentiation.
