中小河流采砂规划实践

Planning Practice of Sand Mining in Small and Medium River

中小河流河道砂石料源是乡镇基础设施建设中的主要料源,但河道砂石无序乱采盗采现象较多,形成了中小河流河床周边的星罗棋布的大坑,给中小河流的行洪安全带来了隐患,破坏了生态环境,使河流没有朝着生态健康有序的方向发展。通过分析猛硐河河道采砂存在的问题,对该河道进行采砂规划,提出实施方案等,在可采区适度采砂、禁采区禁止采砂、保留区论证后可转化为可采区,规划为科学合理开发利用猛硐河的砂石资源提供了依据。

Sand and stone sources of rivers in small and medium-sized rivers are the main material sources in the infrastructure construction of townships and towns.However,there are many irregular exploitation and theft phenomena of sand and stone in rivers,which forms a large pit scattered around the riverbed of small and medium-sized rivers,bringing hidden dangers to the flood safety of small and medium-sized rivers,destroying the ecological environment,and preventing rivers from developing in a healthy and orderly direction.Through analyzing the problems existing in sand mining of Mengdong River,sand mining planning is carried out for the river and implementation plan is put forward.This plan requires that suitable sand mining in exploitable areas,prohibited sand mining in prohibited areas,and demonstration of reserved areas can be converted into exploitable areas.This plan provides a basis for scientific and rational development and utilization of sandstone resources of Mengdong River.
