论水电站增效扩容改造项目管理

Discussion on Project Management of Efficiency Enlargement and Capacity Improvement of Hydropower Station

根据财政部、水利部相关文件精神,云南省水利厅和保山市水利局2012年批复保山能源发展股份有限公司2014年实施增效扩容改造水电站9座,保山市水利局2016年批复保山能源发展股份有限公司2018年实施增效扩容改造水电站2座。根据对两批增效扩容改造项目管理中解决的问题及具体案例分析,以施甸县姚关河流域梯级和龙陵县香柏河流域梯级水电站改造工程实施效果进行分析和论述。

According to the spirit of relevant documents of Ministry of Finance and Ministry of Water Resources,the Department of Water Resources in Yunnan Province and Baoshan Water Resources Bureau approved Baoshan Energy Development Co.,Ltd.in 2012 to implement efficiency expansion and capacity transformation of 9 hydropower stations in 2014,and Baoshan Water Resources Bureau approved Baoshan Energy Development Co.,Ltd.in 2016 to implement efficiency expansion and capacity expansion and transformation of 2 hydropower stations in 2018.This paper analyses the problems and specific cases solved in the management of two batches of efficiency-increasing and capacity-expanding transformation projects,and discusses the implementation effect of the transformation project taking the cascade hydropower stations in Yaoguan River Basin of Shidian County and the cascade hydropower stations in Xiangbai River Basin of Longling County as examples.
