我国舰船配套动员能力现状、问题与对策——基于供应链视角的研究

Current situation,problems,and countermeasures of ship equipment mobilization-Research from the perspective of the supply chain

舰船配套动员能力是现代化条件下海上作战能力的重要基础和根本保障。从供应链视角看,我国舰船配套动员能力仍存在诸多不足,亟待提升。本文对我国舰船配套动员能力现状进行初步评价,重点分析当前我国舰船配套动员面临的若干突出问题,如产业集中度较低、部分关键零部件可替代性差、服务保障体系不完善、供应链体系整体安全缺乏有效保障等,结合我国船舶工业发展现状,提出提升舰船配套动员能力的方向与策略,如系统提升动员供给能力、逐步实现全面自主可控、切实保障动员快速响应、着力抓好民船改装征用、有效扩展社会动员基础、确保战时生产正常稳定、健全维修服务保障体系等,并给出完善舰船配套动员工作机制、强化舰船配套动员能力建设、提高舰船配套供应链管理水平、加强舰船配套动员人才培养等相关政策建议。

Mobilizing ship equipment is a major foundation and fundamental guarantee of modern maritime combat capabilities.China’s capacity for ship equipment mobilization has many shortcomings from the perspective of supply chain theory.This paper conducts a preliminary evaluation of the current status of China’s capacity for mobilizing ship equipment,analyzes outstanding problems such as low industry concentration,the poor substitutability of key parts,imperfect service guarantee systems,and a lack of guarantee of the overall safety of the supply chain,and combines it with the current situation of the ship-building industry to propose directions and strategies for developments in this area.The suggested measures include promoting supply capabilities for mobilization,implementing a fully autonomous and controllable system,ensuring quick response to the demand for mobilization,requisitioning civil ships,expanding the foundation of social mobilization,ensuring that production is normal and stable in wartime,and improving the system of maintenance support.Some policy suggestions are also provided to promote the capacity for ship equipment mobilization by improving its working mechanism,strengthening capacity building,improving supply chain management,and strengthening personnel training.
