乡村振兴背景下的政府绩效评估研究

Research on Government Performance Evaluation under the Background of Rural Revitalization

乡村振兴战略是加速农村现代化,缩小城乡差距并实现全面小康的重要途径。各级地方政府在乡村振兴战略中发挥着主导战略走向的作用。因此,乡村振兴战略的贯彻落实必然要求对地方政府的绩效进行科学完整的评估。我国政府绩效评估研究起步相对较晚,评估体系尚未成熟,且具有鲜明的以人为本、以党政为首、以传统文化为基石的中国特色。在乡村振兴背景下,我国政府绩效评估暴露出了内容不完整、主体单一、缺乏科学绩效观等诸多问题,难以适应乡村振兴战略目标。应从完善评估内容、丰富指标体系、多元化评估主体等方面对以地方政府为主体的政府绩效评估体系进行优化,以推进乡村振兴战略的进程。

Rural revitalization strategy is an important way to accelerate rural modernization,narrow the gap between urban and rural areas and achieve a well-off society in an all-round way.Local governments plays a leading role in the rural revitalization strategy at all levels.Therefore,a scientific and complete evaluation of the performance of local governments is the fundamental way to implement the rural revitalization strategy.This paper thought that the research started relatively late about the government performance evaluation in China and the evaluation system was not yet mature.It also found that the related research had the distinctive Chinese characteristics of people-oriented,party and government as the head,and traditional culture as the cornerstone.Under the background of rural revitalization,Chinese government performance evaluation had exposed!many problems,such as incomplete content,single subject,lack of scientific performance view,etc.It's difficult to adapt to the strategic goal of rural revitalization.Therefore,this paper put forward corresponding optimization countermeasures for the government performance evaluation system with local governments as the main body to improve its evaluation content,to enrich its index design and evaluates with multiple subjects so as to adapt to and promote the process of rural revitalization strategy and facilitate the government to better improve its work.
