基于史密斯模型的校园足球政策执行分析

Analysis of Campus Football Policy Implementation Based on Smith Model

采用文献资料、深度访谈等研究方法,以史密斯模型为理论框架,对我国校园足球政策执行过程进行研究,分析校园足球政策执行中存在的问题并提出相应的改进策略,为校园足球政策的完善提供参考。从理想化政策、执行机构、目标群体、执行环境四方面分析,我国校园足球政策在执行过程中存在执行机构协调不足、执行环境欠佳、执行过程督导乏力和执行宣传不力的问题。提出相应的改进策略:健全政策执行协调机制;改善校园足球政策环境;强化政策执行监督指导;增强媒体宣传教育效果。

By using the methods of literature review and in-depth interview,this paper studied the implementation process of campus football policy in China,analyzed the problem existing in the implementation of campus football policy,and put forward corresponding improvement strategies,so as to provide reference for improving campus football policy.From the analysis of idealized policy,executing agency,target group and executing environment,this study found that there were some problems in the implementation of campus football policy in China,such as insuffi cient coordination of executing agency,poor environment for implementing policy,weak supervision in the implementation process and ineffective publicity of policy implementation.The improvement strategies are as follows:We should perfect the coordination mechanism of policy implementation,improve the policy environment of campus football,strengthen the supervision and guidance of policy implementation,and enhance the eff ect of media publicity and education.
