摘要 目的:发现住院医师规范化培训过程中存在的问题并进行剖析,以期改善住院医师规范化培训效果。方法:运用史密斯政策分析模型对住院医师规范化培训政策进行分析。结果:住院医师规范化培训存在招生制度欠公平,考核制度不完善,各基地对住院医师的培训质量不一,资金投入不足,住院培训医师基础能力不一、对医院归属感不强、参与培训不积极,信息化建设落后等现实问题。结论:针对以上问题,提出着重落实"一把手"责任制、加大对住培工作的资金投入、优化招生政策、严格把控住培质量、建立规范统一的考核制度、严格住培带教老师准入制度、调整带教老师绩效结构及职称评定制度、建立全国统一的信息平台等建议。 Object:To find and analyze the problems existing in the process of resident standardized training,and make contributions to improve the effect of resident standardized training.Method:Smith policy analysis model was used to analyze the resident standardized training policy.Result:In the process of resident standardized training,there are some practical problems,such as unfair enrollment system,imperfect assessment system,different training quality of residents in different bases,insufficient capital investment,different basic ability of residents,weak sense of belonging,and backward information construction.Conclusion:In view of the above problems,this paper puts forward some suggestions,such as focusing on the implementation of the"top leader"responsibility system,increasing the capital investment in residential training,optimizing the enrollment policy,strictly controlling the quality of residential training,establishing a standardized and unified assessment system,strictly enforcing the admittance system of residential training teachers,adjusting the performance structure and professional title evaluation system of teachers,and establishing a national unified information platform.
