课外补习网络舆情特征及地方政府网络回应研究——基于人民网地方政府领导留言板的大数据分析 被引量:8

摘要 基于网络爬虫技术获取的2008—2019年人民网地方政府领导留言板留言数据,研究了课外补习网络舆情与地方政府网络回应的关系。研究发现,我国课外补习网络舆情具有在每年的7月、1月、8月集中爆发以及更多发生于中西部地区及部分教育人口大省等时空分布特征;而地方政府网络回应则呈现出整体较为负责且对中西部少数民族聚集地区以及部分沿海发达地区有效回应率高等特征。地方政府在回应课外补习网络舆情时存在"善治型""选择型""表演型"和"逃避型"四种不同网络回应模式,且以"选择型"和"表演型"为主要回应模式。建议地方政府进一步提升对于课外补习问题的重视程度与治理能力,主动提升对于不同类型课外补习留言网络回应的积极性和有效性。 Based on the message data of local government leaders’message board of People’s Daily Online from2008 to 2019 obtained by web crawler technology,this paper studies the relationship between the online public opinion of private tutoring and the online response of local governments.The results show that the online public opinion on private tutoring in China features uneventemporal and geographical distribution,in that private tutoring mainly occurred during July,January and August of each surveyed year,and predominantly in central and western regions and provinces with large educational population.On the other hand,the network response of local government shows the characteristics of overall responsibility and a high rate of effective responses to the central and western ethnic minority areas and some developed coastal areas.Four response modes are identified in terms of local governments’response to online public opinions on private tutoring,i.e.,"fine governance responses","selective responses","performance responses",and"avoidant responses",with"selective responses"and"performance responses"being the major response modes.The findings suggest that the local government should pay more attention to the issue of private tutoring and improve its governance ability so as to take the initiative to make more active and effective responses to different types of private tutoring online messages.
