工业管道标准与管规的协调和差异

Harmonization and Difference between Industrial Piping Standard and Piping Regulation

GB/T 20801—2020的适用范围与TSG工业管规相比,既是小了,又是大了。其一,标准未包括对GCD、非金属管道、超高压管道的技术要求;其二,标准未包括管理要求;其三,标准以管道建造环节为主,未包括使用、维修、改造、监检、在役定检及评估等要求。但标准的适用范围又比TSG工业管规的适用范围大了。其一是GB/T 20801—2020除作为工业管规的协调标准外,还适用于工业管规三条红线及缺一只角外的,没有列入政府监管的工业压力管道;其二,标准列出了管道建造中各环节的基本安全技术要求的判据和可操作细则。

Compared with old TSG“Pressure Pipe Safety Technology Supervision Regulation for Industrial Pressure Pipe”and the edition which is being revised,the scope of the standard GB/T 20801—2020 is smaller in some aspects but also is larger in other aspects.In GB/T 20801—2020,there does not include:1)the technical specifications for GCD,nonmetal pipe and ultra-high pressure piping;2)management requirement;3)requirements for application,maintenance,reforming and supervision.But in GB/T 20801,the scope and contents are wider and more than TSG in two aspects,1)it is not only used as the harmonized standard,but also is applicable to industrial pressure piping which is not included in the scope of TSG;2)the criteria for fundamental safety technical requirements in all of the piping construction and operative details.
