民族高等教育治理体系与治理能力现代化--基于域观逻辑的新视角

The Modernization of Ethnic Higher Education Governance System and Governance Capacity--A New Perspective Based on Domain Logic

边疆少数民族地区具有独特的地缘优势,是新时代中国特色社会主义历史逻辑演进中的重要空间场域,少数民族地区高校作为人才供给方,应当将中国特色社会主义制度优势转化为民族地区高等教育治理效能,积极推进民族高等教育治理体系和治理能力现代化。以边疆少数民族地区和“一带一路”为域观逻辑的起点,以价值追求、教育制度、教育政策三个域纬探索边疆少数民族地区高校治理体系,以理解能力、执行能力、创新能力三个张力研究边疆少数民族地区高校治理能力,勾勒出“两个域观逻辑起点—三个域纬探索—三个研究张力”的理论研究路演和实践指向框架;在定性比较分析的基础上,提出有效的治理路径,推进少数民族地区高等教育治理体系和治理能力现代化建设,铸牢中华民族共同体意识,助推新时代民族高等教育健康发展。

Borderland ethnic minority areas have unique geographical advantages,which is an important spatial field in the historical logic evolution of socialism with Chinese characteristics in the new era.As providers of talents,colleges and universities in ethnic minority areas transform the advantages of socialism with Chinese characteristics into the governance efficiency of higher education in ethnic minority areas,and actively promote the modernization of the governance system and governance capacity of ethnic higher education.This study takes border ethnic minority areas and“one belt and one road initiative”as the starting point of the domain view logic.This paper explores the governance system of colleges and universities in border ethnic minority areas from three perspectives:value pursuit,education system and education policy,studies the governance ability of colleges and universities in border ethnic minority areas from three tensions:understanding ability,execution ability and innovation ability,and outlines the theoretical research roadshow and practical orientation framework of“two logical starting points of domain view-three dimensional exploration-three research tensions”.On the basis of qualitative comparative analysis,it puts forward effective governance paths to promote higher education in minority areas.
