摘要
新加坡作为一个土地资源紧缺、人口密度大的城市,建成了全球闻名的"花园城市",其在社区更新上积累了丰富有益的经验。本文从政府法规政策、资金来源、公众参与三方面总结了新加坡社区更新的经验:(1)构建多方协作且监管有序的社区更新管理体系,制定持续渐进的社区更新法规政策;(2)政府提供充足的社区更新资金保障,也积极吸引社会资本参与;(3)鼓励全民参与社区更新;(4)应用现代科技建设智慧社区,使社区更新管理走向多元融合的可持续模式。
As a metropolis with scarce land resources and high population density,Singapore has built a world-famous"garden city"and accumulated rich and useful experience in community regeneration.This paper summarizes Singapore’s community renewal experience in three aspects:government policies,funding sources,and public participation.(1)Establishing a collaborative and well-regulated community regeneration management system and formulating continuous and progressive community renewal policies;(2)Providing sufficient funding guarantee and actively attracting social capital to participate;(3)Encouraging all citizens to participate;(4)Applying modern technology to build a smart community,so that community renewal management can move towards a sustainable model of diversified integration.
