昆明市广普大沟黑臭水体治理探索 被引量:1

摘要 昆明市广普大沟位于官渡区,流域范围涵盖城中村、商业区和工业区,因此采取控源截污等措施对该水系进行了一期整治,初步达到了消除水体黑臭的目的。为保证治理效果不反弹,实现黑臭水体治理后的长制久清,笔者通过对广普大沟整治效果分析,提出了硬软共抓的方案,即一方面通过工程技术措施持续治理面源污染、修复河道生态环境、提升景观效果;另一方面在体制机制上建立和完善长效运营管理机制、建立健全河道管理体制。 Guangpu Dagou is located in Guandu District,Kunming.The drainage area covers urban villages,commercial and industrial areas,with a length of 6.9km and an area of 0.138 square kilometers.Taking measures such as source control and pollution interception,endogenous treatment,ecological restoration,and living water quality preservation,The water system of Guangpu Ditch has undergone first-phase systemic remediation.At present,the black and smelly water remediation project has been basically completed,and the purpose of eliminating the black and smelly water has been preliminarily achieved.In order to ensure that the treatment effect does not rebound,it is necessary to continue to make up for the shortcomings,improve the operation and maintenance mechanism,and achieve long-term treatment after the treatment of black and odorous water.Based on the analysis of the improvement effect of the Guangpu Ditch,the author puts forward a plan of hard and soft grasping together,that is,on the one hand,in terms of engineering and technical governance,continuous treatment of non-point source pollution,restoration of the ecological environment of the river,and improvement of the landscape effect;on the other hand,the institutional mechanism Establish and improve the long-term operation and management mechanism,establish and improve the river management system;ensure the long-term clearing of the Guangpu Ditch,and improve the ecological environment of human settlements.
