Reflection on the Global Waves of Governance: Understanding the Regional Types of Government Reform and Governance

从世界大区域的角度审视20世纪最后20余年的全球政府治理变革浪潮,可以认为,作为公共管理的一个核心主题领域,政府改革与治理研究需要拓宽学术视野,加强国别和比较研究以及历史与回溯分析。既要研究西方的"新公共管理"运动及其后来的演变,又要关注西方之外的其他区域及国家的政府改革与治理实践。总结分析不同区域类型及国家的政府改革与治理实践的经验教训,有助于丰富中国特色政府改革与治理的理论内涵和实践内容。

This article is a speech written by the author many years ago. Based on his experiences in foreign countries as a visiting scholar, the author looks back at the global waves of governance reform in the last two decades of the 20 th century, and mainly examines the practice of foreign government reform and governance in this period from the regional perspective. The author points out that, as a core subject area of public administration, the research of government reform and governance needs to work on broadening academic horizons, strengthening national and comparative studies, as well as historical and retrospective analysis. We should not only conduct research on the "New Public Management"movements in the west and the evolution, but also pay attention to the government reform and governance practice in other regions and countries over the world. Summing up and analyzing the experience and lessons of government reform and governance practice in different regions and countries helps to enrich the theoretical connotation and practice of government reform and governance with Chinese characteristics.
