中国共产党预备党员制度的发展及其启示

The Development of the CPC’s Probationary Membership System and Its Enlightenment

预备党员制度是马克思主义经典作家为保持党的先进性和纯洁性而确立的一项重要制度。中国共产党三大通过的党章首次确立预备党员制度。百年来预备党员制度发展经历了三个阶段:1921年至1956年是预备党员制度多次变动的探索期,1956年至1977年是预备党员制度的成熟与曲折发展期,1978年至今是预备党员制度恢复和深化期。回顾百年来预备党员制度历史发展,对提升新时代党的建设质量有四个重要启示:一是发挥预备党员制度对发展党员政治标准的把关作用;二是坚决克服预备党员制度运行中的形式主义;三是预备党员制度的执行要以培育党员意识为前提;四是要树立预备党员制度执行的责任意识。

The probationary membership system is an important system established by the Marxist classical writ-ers to maintain the advanced nature and purity of the Communist Party.The Party Constitution adopted by the Third National Congress of the CPC established the probationary membership system for the first time.In the past one hundred years,the probationary membership system has experienced three stages:the period from 1921 to 1956 was the exploratory period of many changes;the period from 1956 to 1977 was the period of mature and tortuous development;and the period from 1978 to now was the period of recovery and maturity of the probationa-ry membership system.Reviewing the historical development of the probationary membership system in the past one hundred years,we have four important inspirations for improving the quality of Party building in the new era.First,the probationary membership system can guard the pass of political standard for developing Party mem-bers.Second,the formalism in the operation of the probationary membership system should be resolutely over-come.Third,the implementation of the probationary membership system should be based on cultivating the con-sciousness of Party members.Fourth,we should establish the sense of responsibility for implementing the proba-tionary membership system.
