关于浙江省金东区党建引领基层社会治理创新的调研报告

An Investigation Report on the Party Building-led Innovation in Grassroots Social Governance in Jindong District,Jinhua City,Zhejiang Province

基层治理现代化是国家治理体系和治理能力现代化的重要组成部分,是提升国家治理效能的关键环节。新时代中国基层社会治理现代化的主要任务,就是要通过发挥党建引领作用,充分推进基层社会治理制度化、智能化、法治化和专业化。浙江省金华市金东区对此进行了探索与实践:构建“基层党建+社会治理”新格局,实现党建引领基层治理;聚力打造综合服务体系,实现民生导向基层治理;坚持区域红色力量联动,实现网格规范基层治理;推进信息平台建设,实现智治改进基层治理。实践表明,充分释放基层治理效能,必须在基层治理现代化的进程中强化党建的引领作用:全面建强,加强和改善党的领导,提升核心领导力;全力创优,凝聚和汇集治理合力,提升先锋引领力;全域覆盖,整合和共享治理资源,提升资源整合力;全心服务,提升和夯实治理能力,提升基础保障力。

The modernization of grassroots governance is an important part of the modernization of state governance system and capacity,and a key link in improving the effectiveness of national governance.The main task of modernizing grassroots social governance in the new era is to fully promote the institutionalization,intellectualization,popularization of rule of law and specialization of grassroots social governance by giving play to the leading role of Party building.Jindong District of Jinhua City,Zhejiang Province has made some explorations and practices in this regard:construct a new pattern of“grassroots Party building plus social governance”,to realize the Party building’s leading grass-roots governance;build a comprehensive service system,to realize grass-roots governance oriented to people’s livelihood;adhere to the linkage of regional red forces to achieve grassroots governance standardized by grids;promote the construction of an information platform to achieve intellectual governance and improve grass-roots governance.Practice shows that to fully release the effectiveness of grass-roots governance,we must strengthen the leading role of Party building in the process of modernization of grass-roots governance:comprehensively strengthen and improve the leadership of the Party,and enhance the core leadership;make every effort to create excellence,gather and collect the governance forces,and enhance the leading force of the vanguard;integrate and share governance resources,to improve resource integration;improve governance capacity to enhance the basic security.
