国际规则构建既要有核心价值观支撑,也要有清晰的合作模式引导。“一带一路”倡议以人类命运共同体的全新理念,引导国际合作走出逆全球化的漩涡。在多边主义框架下,充分尊重现有国际秩序,以深化“五通”为核心内容,重点聚焦债务与融资、贸易畅通、绿色发展、包容性发展等领域,推动“一带一路”建设中的相关国际规则完善与创新,形成对现有国际经济规则的创新与突破;以开放合作为支撑,以共商、共建、共享为合作模式,对内串联国内市场,对外联通沿线国家和地区,通过建设一个政策接、设施联、贸易畅、资金融、民心通的世界,推动全球融合发展直至形成人类命运共同体。从而为全球经济治理、经济复苏与繁荣提供新平台,搭建新空间,有效促进全球经济可持续健康发展。
