2035年中国特色的农业农村现代化指标体系研究

Research on the Index System of Agricultural and Rural Modernization with Chinese Characteristics in 2035

目前对农业现代化评价指标的研究较多,但对农业农村现代化评价指标的研究明显薄弱。多数指标设计很少将安全与发展结合起来考虑,且在指标体系如何更好地体现农业农村现代化的中国特色和国际比较方面,都存在不够、不透的问题。本文在指标体系设计时注意坚持问题导向、目标导向和底线思维,强化系统观念和战略思维,兼顾农业农村发展水平的提升和农业农村现代化的国际比较,同时兼顾对未来发展的引导性和灵活包容性,力求让指标体系简洁明了且可操作、可比较。在此基础上,主要从高质量发展、高品质生活、坚持底线思维三个维度,结合考虑推进农业现代化、农村现代化、农民现代化或农业农村经济建设、政治建设、文化建设、社会建设、生态文明建设“五位一体”等视角,构建了包括25个指标在内的2035年中国特色农业农村现代化评价指标体系,并简单测算了2035年各指标的目标值。同时,对其中容易引起误解或不太容易理解的部分指标进行了解释说明。

This article pays attention to adhere to problem-oriented,goal-oriented and bottom-line thinking when designing the index system,strengthen system concepts and strategic thinking,take into account the improvement of agricultural and rural development and the international comparison of agricultural and rural modernization,while taking into account the guidance and flexibility of future development,and strive to make the indicator system concise and clear,operable and comparable.On this basis,it mainly focuses on the three dimensions of high-quality development,high-quality life,and adherence to bottom-line thinking,combined with consideration to promote agricultural modernization,rural modernization,farmer modernization,or agricultural and rural economic construction,political construction,cultural construction,social construction,and ecological civilization.Constructing a“five-in-one”and other perspectives,building an evaluation index system for agricultural and rural modernization with Chinese characteristics in 2035 including 25 indicators,and simply calculating the target value of each indicator in 2035.
