京津冀协同治理对区域污染排放的影响研究——基于双重差分模型的实证分析

Research on the Impact of Beijing-Tianjin-Hebei Coordinative Governance on Regional Pollution Emissions——An Analysis Based on the DID Model

基于2009~2017年我国10个城市群148个地级及以上城市的面板数据,采用双重差分模型实证研究京津冀协同治理对区域污染减排的效果及其作用机制。结果发现:京津冀协同治理实施显著减少了该区域内城市的污染排放,且对核心城市的减排效应远高于边缘城市,呈现出明显的城市异质性与动态持续性;京津冀协同治理实施导致区域内工业企业从核心城市转移到边缘城市,从而引发区域污染的内部转移;京津冀协同治理主要通过促进产业结构升级、扩大工业企业的平均规模来减少区域污染排放。

Based on panel data of 148 cities in 10 urban agglomerations of China from 2009 to 2017,this paper explores the impact of the coordinative governance in Beijing-Tianjin-Hebei on regional pollution emission reduction and its mechanism with DID method.Results show that by implementing the coordinative governance,the emission of urban pollution in the region is significantly reduced,and the emission reduction effect on core cities is higher than that of peripheral cities,showing obvious urban heterogeneity and dynamic sustainability.Continue to examine the changes in the number of industrial enterprises in the region,and find that the implementation of Beijing-Tianjin-Hebei coordinated governance has led to the transfer of industrial enterprises from core cities to peripheral cities,thus triggering internal transfers of regional pollution.From the mechanism of action,the coordinative governance mainly reduces regional pollution emissions by promoting industrial structure upgrading and expanding the average size of industrial enterprises.
