乡村振兴背景下延安市金融支持精准扶贫效率研究——基于DEA模型和Tobit回归模型

Research on the Efficiency of Yan'an Financial Support for Accurate Poverty Alleviation under the Background of Rural Revitalization——Based on DEA Model

乡村振兴是党的十九大报告中提出的关于现阶段农业、农民和农村高质量发展的一项重大发展战略,而全面脱贫是乡村振兴的重要基础,对于推动农村高质量发展具有重要意义。本文立足于延安市13个县(区),采用DEA模型和Tobit回归模型,对2017-2018年间的金融支持精准扶贫效率及其影响因素进行了实证分析,研究结果表明:延安市金融支持精准扶贫效率总体呈上升趋势,但各县(区)间效率存在较大差异,产业精准扶贫贷款占比与金融支持精准扶贫效率间呈正相关关系。本文从巩固脱贫攻坚成效、推进乡村振兴战略的角度提出了相关政策建议。

Rural revitalization is a major development strategy for the high-quality development of agriculture,farmers and rural areas at this stage,which was put forward in the 19th Party Congress report.Overall poverty alleviation is an important foundation for rural revitalization and is of great significance for promoting high-quality rural development.This paper based on 13 counties(districts)in Yan'an City,uses DEA and Tobit models to make an empirical analysis on the efficiency of financial support precision poverty alleviation and its influencing factors from 2017 to 2018.The research results show that the efficiency of financial support precision poverty alleviation in Yan'an City is on the rise in general,but there are great differences among counties(districts).There is a positive correlation between the proportion of industrial targeted poverty alleviation loans and the efficiency of financial support for precision poverty alleviation.Finally,this paper puts forward relevant policy suggestions from the perspective of consolidating the effectiveness of poverty eradication and promoting the rural revitalization strategy:optimizing the allocation of resources,strengthening financial cooperation and innovating financial products.
