居民家庭经济状况核对系统建设研究--以广东省为例

技术治理成为提升治理水平的重要支撑,信息技术越来越多地应用于民政工作领域。广东省为实现社会救助对象的精准识别帮扶,结合地方实际建立了覆盖全省的垂直信息核对系统,形成了专业的核对模式。这一核对系统的建立使信息核对更加准确、工作效率得到提高、财产评估能力增强、诚信救助机制得到完善以及区域信息化水平不断提升。但居民家庭经济状况核对工作存在系统建设不统一、部门间信息共享不畅通,数据库建设不完善、信息及时性差、准确性低、覆盖率不全面,操作流程标准化水平低、工作人员压力加大等问题,下一步应该以加强信息化系统建设为主体,稳固基层工作人员队伍,进一步加强日常核对工作管理,购买社会服务,推动多元力量参与治理。
