供给侧改革视角下陕西休闲农业与精准扶贫的耦合关系

Coupling Relationship Between Leisure Agriculture and Targeted Poverty Alleviation in Shaanxi Province from Perspective of Supply-side Reform

【目的】从供给侧改革视角分析陕西休闲农业与精准扶贫耦合关系,为推进陕西休闲农业与精准扶贫协调发展以及乡村振兴提供决策参考。【方法】基于系统耦合理论方法,构建陕西休闲农业和精准扶贫评价指标体系,计算2012-2018年陕西休闲农业和精准扶贫的耦合度和耦合协调度,分析两者的耦合协调度等级及其演变过程。【结果】研究期内,陕西休闲农业和精准扶贫发展水平呈明显上升趋势,2012年两者的耦合关系处于抗结阶段,相互作用不显著;2013-2018年两者一直处于高度耦合状态,相互作用明显,耦合协调度等级从严重失调逐渐演变为优质协调。【结论】陕西休闲农业和精准扶贫的耦合协调发展与其实际发展趋势基本一致。随着精准扶贫的大力推进,两者的相互促进作用不断增大,但休闲农业对精准扶贫的带动作用呈现边际效应递减,休闲农业发展尚有较大空间。【建议】深入挖掘农业资源,不断优化农业基础服务和环境,加快推进休闲农业供给侧改革,进一步提高休闲农业与精准扶贫的协调发展水平。

【Objective】To provide the decision reference for promoting coordinated development between leisure agriculture and targeted poverty alleviation and rural revitalization in Shaanxi,the coupling relationship between leisure agriculture and targeted poverty alleviation in Shaanxi is analyzed from perspective of supply-side reform.【Method】Based on the systematic coupling theory method,the evaluation index system between leisure agriculture and targeted poverty alleviation in Shaanxi is established to calculate the coupling degree and coupling coordination degree between leisure agriculture and targeted poverty alleviation in Shaanxi from 2012 to 2018 and to analyze the coupling coordination level and the evolution process.【Result】The development level of leisure agriculture and targeted poverty alleviation shows a significant increasing trend,the coupling relationship of the two in 2012 remains anticaking phase with no obvious interaction.The two keep a higher coupling status from 2013 to 2018 with significant interaction,and the coupling coordination level is evolved from serious unbalance to quality coordination gradually.【Conclusion】The coupling coordination development of leisure agriculture and targeted poverty alleviation in Shaanxi is basically consistent with its actual development trend.As the vigorously promotion of targeted poverty alleviation,the interaction between the two is greater and greater,but the driving effect of leisure agriculture to targeted poverty alleviation shows a diminishing marginal effect,and there is still much room for the development of leisure agriculture.【Suggestion】It is suggested to exploit agricultural resource deeply,optimize agricultural basic service and environment continuously and accelerate supply-side reform of leisure agriculture to improve the coordinated development level between leisure agriculture and targeted poverty alleviation.
