河湖管护公益性岗位设置现状问题及对策

Current situation and countermeasures of public welfare post setting of river and lake management and protection

为持续改善河湖面貌,维护河湖生命健康,河湖管护人员在推动河湖长制从"有名"向"有实""有能"转变发挥了重要作用。分析了巡河员、护河员等公益性岗位的设置情况及典型做法,从争取政策支持、健全管理制度、提高履职能力等方面提出了对策建议:(1)借鉴生态护林员等公益性岗位有关政策,积极争取国家层面对巡河员、护河员等河湖管护公益性岗位的政策和资金支持;(2)规范河湖管护公益性岗位招聘及录用程序,接受社会各方监督;(3)加大对村级河湖长及巡河员、护河员培训力度,对公益岗人员进行全方位、多角度培训,切实提高巡河员、护河员履职能力。研究成果可为河湖管护公益性岗位的设置及作用发挥提供支撑。

In order to continuously improve the appearance of rivers and lakes and maintain their life and health,the river and lake management and protection personnel have played their important role and pushed the River and Lake Chief System from "famous" to "practical" and "capable".This paper analyzes the situation and typical practices of setting up public welfare posts such as river patrol officer and river protection officer,and puts forward countermeasures and suggestions from aspects of obtaining policy support,perfecting management system:(1)learning from the relevant policies of ecological forest rangers and other public welfare posts,actively striving for national policy and financial support for river patrolmen,river guards and other public welfare posts in river and lake management and protection;(2)standardizing the recruitment and employment procedures for public welfare posts of river and lake management and protection,and accepting the supervision of all social parties;(3)intensifying the training of village-level river and lake chiefs,river patrolmen and river guards,and conducting comprehensive and multifaceted training for public welfare post personnel to effectively improve the ability of river patrolmen and river guards for performing their duties.Improving the ability of performing duties will provide useful help for the successful completion of the crucial task of poverty alleviation,and provide support for setting up and function of public welfare posts for river and lake management and protection.
