广东省农村小水电现状调查分析研究

Investigation and analysis of rural small hydropower station in Guangdong Province

为了解广东省农村小水电现状及存在问题,通过收集相关资料并采用现场调查的方法,分析了不同开发方式、不同区域、不同属性的共24座水电站现状及问题;结果发现其存在主管部门管理工作难度大、部分引水式电站下泄生态流量难度大、部分坝后式电站难以保证生态流量下泄、部分企业对下泄生态流量及创建绿色小水电积极性不高、水电站运行管理水平不足、生态流量监测设施不完善等问题;需要通过制定下泄生态流量的法律法规等强制性措施、落实绿色小水电等优惠政策、对水电站下泄流量实行分类推进、加强小水电站监管力度等改善上述问题,以促进广东省农村小水电健康发展。

In order to understand the current situation and existing problems in rural small hydropower stations of Guangdong Province,the current situation and problems of total 24 power stations with different development methods,different regions and different properties are analyzed through collecting relevant data and on-site investigation.The results show the following problems are existed:the management of the competent departments is difficult,the ecological flow release of the partial diversion-type power station is difficult,the power station at dam toe is difficult to ensure the ecological flow discharging,some enterprises is not active on the discharge ecological flow and the creation of green small hydropower,the operation and management level of hydropower station is insufficient,the ecological flow monitoring facilities are not perfect and so on.The above-mentioned problems should be improved through the formulation of laws and regulations on the discharge of ecological flow,the implementation of preferential policies such as green small hydropower,the implementation of classification and promotion of the discharge flow discharge of hydropower stations,and the strengthening supervision of small hydropower stations,etc.to promote the healthy development of small hydropower in rural areas of Guangdong Province.
