大数据视域下推进智慧社区治理创新

Promoting Innovation in Smart Community Governance from the Perspective of Big Data

社区是社会的基本细胞,社区治理的成效既直接关系到人民群众的切身利益和基层社会的稳定,又关系到国家治理体系和治理能力现代化的推进发展。随着大数据时代的到来,以大数据信息技术为支撑,社区多元主体协作、互助的新型智慧社区治理模式已成为一种发展趋势。智慧社区治理强调智能和人文的结合,在为社区居民提供良好公共服务的基础上,有助于将我国的制度优势切实转化为治理效能。当前智慧社区治理中多元治理主体存在现实作用弱化及缺位,智慧社区治理的体制机制不完善。共建共治共享的社区治理共同体还处于建构之际,面对社会组织参与不足、专业人才缺乏,市场化机制作用发挥不充分等问题,智慧社区治理要坚持以人民为中心,构建多元主体参与的协同治理机制,积极培育智慧社区治理文化共识,加强专业人才的培养和引进,以市场化机制完善智慧服务体系,同时坚持强化党建引领,推进大数据视域下的智慧社区治理创新。

Community is the basic organization of the society.The effectiveness of community governance is directly related to the interests of the people and the stability of the grass-roots society.It is also related to the modernization progress of national governance system and capacity.With the advent of the big data era,it has become a development trend for the new-type of smart community governance model,which is based on big data and information technology and features the collaboration and mutual assistance among different community participants.Smart community governance emphasizes the combination of intelligence and humanity.In addition to providing good public services for community residents,it also helps to transform China’s institutional advantages into governance effectiveness.Facing the current problems such as weakening and lack of multiple governance bodies in smart community governance,the institutional mechanisms for smart community governance need to be improved.A community with shared governance featuring joint efforts,co-governance and shared benefits is still being established,and problems remain such as lack of participation from social organizations,shortage of professional talents,inadequate market-based mechanism,among others.Smart community governance must adhere to the people-centered approach,build a collaborative governance mechanism involving multiple participants,actively foster cultural consensus of smart community governance,strengthen the training and enrollment of professional talents,and improve the smart service system with the marketbased mechanism.In addition,efforts are required in strengthening party building and leadership to promote the innovation of smart community governance from the perspective of big data.
