2019年四川省秋冬季应急减排清单分析 被引量:2

Analysis of emergency emission reduction inventory of Sichuan Province in autumn and winter in 2019

摘要 为有效推进四川省秋冬季大气污染防控,使用排放因子法核算不同污染预警减排措施下大气污染物的减排量及减排比例,为提升四川省各城市重污染天气应对能力提供基础数据。结果显示,四川省纳入应急减排管控的17市在红色预警下颗粒物、SO_(2)、NO_(x)、挥发性有机物(VOCs)的减排量分别为1159.44、299.65、744.00、624.10 t/d;橙色预警下4类污染物的减排量分别为950.30、254.64、627.59、527.41 t/d;黄色预警下4类污染物的减排量分别为591.76、158.65、408.31、383.28 t/d。四川省SO_(2)、NO_(x)、颗粒物、VOCs均可达到各应急预警级别下的减排目标,但部分城市VOCs的减排比例暂时无法达到减排要求。四川省SO_(2)减排全部由工业源分担,移动源对NO_(x)减排贡献较大,扬尘源对颗粒物减排贡献较高,而工业源和移动源基本承担了VOCs的全部减排,重点行业是工业源大气污染物排放的主要来源,优先管控重点行业排放是应急减排最有效的方法。 In order to promote the air pollution control work in autumn and winter in Sichuan Province,the emission factor method was used to calculate the emission reductions of air pollutants based on specific emission reduction measures,and a data basis was provided for Sichuan to improve the ability to cope with heavy pollution weather.The results showed that in the 17 cities included in the emergency emission reduction control,the emission reductions of particulate matter(PM),SO_(2),NO_(x)and VOCs were 1159.44,299.65,744.00,624.10 t/d under red warning;950.30,254.64,627.59,527.41 t/d under orange warning;591.76,158.65,408.31,383.28 t/d under yellow warning,respectively.For Sichuan province,SO_(2),NO_(x),PM and VOCs could meet the emission reduction targets under various emergency warning but the proportion of VOCs emission reduction in some cities could not.SO_(2)emission reductions were primarily from industrial sources,and mobile sources contributed most to NO_(x)emission reductions.Dust sources had a higher contribution to PM reductions,while industrial sources and mobile sources almost assumed all the emission reductions of VOCs.The key industry was the main source of air pollution emissions for industrial sources,and giving priority to key industry was the most effective method for the emergency emissions control.
