高校章程的实施是将抽象的章程文本转化为具体的行为活动的过程。在实际运行中,存在政府与高校间权力界限模糊、章程文本建设成效不彰、实施主体缺乏章程意识、未形成系统有效的监督体系等问题。建议进一步明晰权力边界、完善权力配置,加强章程建设、提升章程文本质量,牢固树立章程意识、提高章程认可程度,健全实施监督机制、推动章程落地落实。

The implementation of the university statutes is a process of transforming the abstract text of the statutes into concrete activities.But in practice,there are many problems,such as the vague power boundary between the government and the university,the inconspicuous effect of the statutes text construction,the lack of consciousness of the statutes and the lack of systematic and effective supervision system.It is suggested to further clarify the power boundary,perfect the power allocation,strengthen the construction of the university statutes,enhance the quality of the university statutes text,firmly establish the consciousness of the university statutes,improve the degree of recognition of the university statutes,improve the implement supervision mechanism,and promote the implementation of the university statutes.
