习近平法治思想在我国宪法实施中的具体体现就是要确立以人民为中心的宪法实施主体观。通过对我国宪法实施主体观的分析检视可知,国家机关作为宪法实施主体缺乏实施宪法的足够动力,必须转变固有思维,实现以国家机关作为实施宪法主体的宪法实施观到以人民为中心的宪法实施主体观的根本转变。确立以人民为中心的宪法实施主体观具有重大的法治意义。人民的权利,人民自己捍卫。以人民为中心的宪法实施主体观必然要求人民通过行使自己的宪法权利来推动宪法的实施。人民作为实施宪法的主体是宪法实施的原动力。只有确立以人民为中心的宪法实施主体观,才能确保人民宪法上的各项基本权利得到最根本的保障。人民是宪法权利最可靠、最有力的捍卫者与守护者。

The embodiment of Xi Jinping’s thought on the rule of law in the implementation of China’s Constitution is to establish the people-centered subjective view of the implementation of the Constitution.Through the analysis of the subjective view of the implementation of the Constitution in China,State organs as the subject of the implementation of the constitution lack sufficient motivation.We must change the inherent thinking,realize the fundamental change from the view of constitutional enforcement which takes state organs as the subject of constitutional enforcement to the people-centered view of constitutional enforcement,which is of great significance to establish a people-centered subjective view of the implementation of the Constitution.The people’s rights are defended by the people.The people-centered subjective view of the implementation of the Constitution requires the people to exercise their own constitutional rights to promote the implementation of the Constitution,and the people as the subject of the implementation of the Constitution are the driving force of the implementation of the Constitution.Only by establishing the people-centered subjective view of the implementation of the Constitution can the basic rights of the people be guaranteed,and the people are the most reliable and powerful defenders and guardians of the constitutional rights.
