On Strengthening the Leading Role of the CPC in the Implementation of the Constitution

加强党对全面依法治国的统一领导绝不能仅停留在政策文件和规范层面,必须将这种政治主张和政治要求转化为具体的制度机制。坚持依法治国首先要坚持依宪治国,推进宪法实施。因此,加强党对宪法实施的领导也应转化为具体的制度性事实。这种制度性事实可以通过党员干部模范遵守宪法的考核制度、构建党政联合备案审查机制以及共同宪法解释起草机制予以实现。

The political proposition and requirement of strengthening the party’s unified leadership to comprehensively govern the country by law is not just an empty word,but must be transformed into concrete institutional mechanisms.To insist on governing the country according to law,we must first persist in governing the country according to the constitution and promote the implementation of the constitution.Therefore,strengthening the CPC’s leading role in the implementation of China’s Constitution should be transformed into operational and enforceable institutional facts,which needs to be realized through the evaluation system of party members and cadres’exemplary adherence to the Constitution,the establishment of the joint record and review mechanism of the party and the government and the mechanism of joint drafting of the constitution interpretation.
