高校党务干部队伍激励机制建设探析

On the Construction of Incentive Mechanism for Party Cadres in Colleges and Universities

建设科学、合理的高校党务干部队伍激励机制,是高校党建工作全面、有序推进的重要环节。高校党务干部队伍激励机制建设的主要途径在于:一是建立健全长效化的制度激励机制,要求制度覆盖面广、准确度高、稳定性好、操作性强,做到补齐制度短板,建章立制与落实执行相结合;二是实施绩效科学评估,将促进高校发展与个人薪酬相结合,加快建设相对独立的薪酬激励机制,正确认识党务干部绩效薪酬获得的正当性;三是以岗位选拔为动力,形成党务干部与教学科研人员同向并行的晋升制,及时解决党务干部队伍的职务待遇问题,推进岗位交流,拓展晋升空间;四是采用科学方法、标准和程序来综合考察业绩,建构体系化的考评制度,优化考核内容,建立绩效考核与奖惩任免相结合的评价体系。

The construction of incentive mechanism of Party cadres in colleges and universities is an important part of the comprehensive and orderly promotion of Party construction in colleges and universities.The main ways of construction lie in:first,we should establish and improve a long-term systematic incentive mechanism,which requires full coverage,high accuracy,good stability and strong operability of system formulation,so as to make up for the shortcomings of the system and combine the establishment of rules and regulations with the implementation;second,we should implement a scientific performance evaluation,combine the promotion of the development of colleges and universities with personal salary,accelerate the construction of relatively independent salary incentive mechanism,and correctly understand the legitimacy of Party cadres’performance pay;third,the promotion system should be formed in parallel with the teaching and scientific research personnel by taking position selection as the driving force,so as to timely solve the problem of position treatment for Party cadres,promote position exchanges and expand promotion space;fourth,we should use scientific methods,standards and procedures to comprehensively review performance,build a systematic evaluation,optimize the evaluation content,and establish an evaluation system combined with rewards and punishments.
