摘要
卓越绩效模式是已得到国际上众多国家、企业和组织广泛认可的一种组织绩效的管理工具和评价方法。公共图书馆通过学习国内外这种最先进的管理手段和方法,可以实现全面质量管理,为图书馆发展指明方向,形成图书馆系统化管理思维。公共图书馆推行卓越绩效模式的重点环节在于梳理组织文化,确定战略发展方向;对读者和服务领域的细分,提供差异化的服务和产品;建立绩效管理体系以及营造创新和变革的环境等。公共图书馆在推行卓越绩效模式过程中还应注意推行的现实基础,推行过程中对标准的转化,学习和对内外部知识的整合,建立持续改进的机制等问题。
Performance excellence model is a management tool and evaluation method widely recognized by many countries,enterprises and organizations in the world.By learning the most advanced management means and methods at home and abroad,public libraries can realize total quality management,point out the direction of library development,and form a systematic thinking of library management.The key link of implementing the performance excellence model in public libraries is to sort out the organizational culture and determine the direction of strategic development,subdivide readers and service fields to provide differentiated services and products,establish a performance management system and create an environment for innovation and change.In the process of implementing the performance excellence model,public libraries should pay attention to the practical basis,the transformation of standards,the integration of learning and internal and external knowledge,and the establishment of a mechanism for continuous improvement.
