高质量发展下煤矿企业安全投入产出效率评价

Safety input-output efficiency evaluation of coal mining enterprises under high quality development

近年来,中国煤炭企业安全生产水平有了较大提升,但是煤炭安全投入资源利用率还需进一步提高,安全投入结构仍需进一步优化,安全生产形势依旧严峻。探索煤炭企业安全生产效率评价机制,查找影响煤炭企业安全生产因素,对于煤炭企业进一步改善安全生产效率尤其必要。选择安全教育、安全设施、安全技术、安全卫生、安全管理和安全工程6个安全投入指标,选择百万吨受伤率和事故直接损失额2个安全产出指标,应用数据包络分析法构建了安全投入产出效率评价模型,基于安全产出视角以典型样本企业安全投入和产出指标数据为研究对象进行了实证研究,分别从高速发展期、低迷发展期、高质量发展阶段选取典型样本企业13年数据,揭示了煤矿企业安全投入产出效率的动态变化,提出样本企业在高质量发展阶段应合理配置资源,根据内外环境适时调整安全投入策略,加强对人员系统投入管理,提高企业安全投入产出效率。

In recent years,China’s coal safety production level has been greatly improved,but the utilization rate of coal safety investment resources needs to be further promoted as well as the safety investment structure optimized,and the safety production situation is still grim.It is particularly necessary for coal enterprises to increase the safety production efficiency by exploring the evaluation mechanism and finding out the influencing factors of safety production efficiency of coal enterprises.This paper determines six safety input indexes of safety education,safety facilities,safety technology,safety and health,safety management and safety engineering,two safety output indexes of injury rate per million tons of coal mine and direct loss of accident,and constructs the safety input and output efficiency evaluation model with the aid of data envelopment analysis.Based on the output point of view,this paper makes an empirical study on the safety input and output index data of typical sample enterprises,and selects the 13-year data of sample enterprises in three stages:high-speed development stage,low development stage and high-quality development stage.It reveals the dynamic changes of the safety input and output efficiency of coal mining enterprises,and holds that sample enterprises should be consistent in the high-quality development stage with the allocation of resources more reasonable,and the security investment strategy adjusted according to the internal and external environment.And the management of personnel system investment is strengthened,to improve enterprise safety input and output efficiency.
