财政分权对民生支出的影响研究

Research on the influence of fiscal decentralization on people’s livelihood expenditure

文章基于2007~2016年31个省份的面板数据,运用固定效应模型,考察了地方财政分权对地方政府民生支出占比的影响。实证结果表明地方财政分权度的增加对于地方民生支出占比的提高有负向作用。分地区研究结果发现,在西部地区,财政分权对民生支出占比的影响力度最大;在中部地区,财政分权对民生支出占比的影响力度适中;在东部地区,地方支出压力对民生支出占比的影响力度最小。

Based on the panel data of 31 provinces from 2007 to 2016,this paper uses the fixed effect model to investigate the influence of local fiscal decentralization on the proportion of livelihood expenditure of local governments.The empirical results show that the increase of local fiscal decentralization has a negative effect on the increase of the proportion of local livelihood expenditure.The results of the regional study show that fiscal decentralization has the greatest impact on the proportion of expenditure on people’s livelihood in western China;in the central region,the influence of fiscal decentralization on the proportion of people’s livelihood expenditure is moderate;in the eastern region,the impact of local expenditure pressure on the proportion of people’s livelihood expenditure is the least.
