北京远郊区农村股份经济合作社运行分析

Analysis on the Operation of Rural Joint Stock Economic Cooperatives in the Outer Suburbs of Beijing

推进农村集体产权制度改革,是实施乡村振兴战略的重要任务和发展新型农村集体经济的内在要求。北京市农村股份经济合作社发展仍处在起步阶段,尤其是远郊区农村股份经济合作社的运行存在很多问题。以平谷区为例,基于实地调研,围绕北京市农村股份经济合作社的收入情况、产业发展情况、股权配置、治理结构、人员构成等分析了北京市远郊区农村股份经济合作社的运行现状,发现其中存在股份设置不合理、内外组织管理不健全、缺乏必要人力资源等问题。基于此,提出了推动北京市远郊区农村股份经济合作社发展的对策建议。

Promoting the reform of rural collective property right system is an important task of implementing the strategy of rural revitalization and the internal requirement of developing new rural collective economy.The development of rural joint stock economic cooperatives in Beijing has just started,especially in the outer suburbs,there are many problems in the operation of rural joint stock economic cooperatives.Taking Pinggu district as an example,based on survey research,the operation status of rural joint stock economic cooperatives in Beijing's outer suburbs was analyzed from the aspects of income,industrial development,equity allocation,governance structure,personnel composition,etc.It was found that there are some problems in the development of suburban rural joint stock economic cooperatives,such as unreasonable share setting,imperfect internal and external organization management,lack of necessary human resources,etc.Based on this,some countermeasures and suggestions were put forward to promote the development of joint stock economic cooperative in suburban areas of Beijing.
