摘要 教师队伍建设对教育教学质量提升至关重要。近年来,英国政府不断推出相关政策,试图解决中小学教师数量不足、质量不佳、结构失衡等问题,但中小学教师“留聘两难”的问题仍未得到有效改善。究其原因主要在于消极的校园环境、狭窄的晋升通道、不够灵活的工作时间及繁杂的招聘流程等。英国政府从强化激励制度、改善校园文化、优化发展路径和简化招聘流程等方面继续改革,提升成效。英国强化教师队伍的经验为我国全面建设高素质专业化教师队伍提供了重要启示。 The construction of teachers is very important to the improvement of education and teaching quality.In recent years,the British government has continuously launched relevant policies to try to solve the problems of insufficient number,poor quality and unbalanced structure of primary and secondary school teachers,but the situation of“retention dilemma”for primary and secondary school teachers has not been effectively improved.The main reasons are negative campus environment,narrow promotion channels,inflexible working hours and complicated recruitment process.The British government continues to reform and optimize the effect by strengthening the incentive system,improving campus culture,optimizing the development path and simplifying the recruitment process.The experience of strengthening the teaching staff in Britain provides important enlightenment for the construction of high-quality professional teaching staff in China.
