政策排斥是政策研究的一个新领域。公共政策学中的“排斥”可界定为政策主导者通过显性或隐性的政策安排,或是将某些个人、群体、阶层排除在政策的受益范围之外,或是遏止、排斥某些社会成员的价值、行为,依据一定的政策目标实现对社会价值进行分配的过程或结果。公共政策排斥分析框架具有自己独特的研究对象和话语体系,其与社会排斥、政策分配、政策歧视等分析框架有着显著区别。公共政策排斥是研究公共政策排斥的运行机制和基本规律的分析概念。公共政策排斥论以被排斥者为研究对象,以探究政策正排斥与负排斥的区分标准、过程机理为研究主线,以促进政策负排斥向政策正排斥转化为研究目标。进一步拓展、深化公共政策视野中的“排斥”研究,应当深入剖析公共政策负向排斥的本质并推动公共政策正向排斥。

Policy exclusion is a new perspective of policy research."Exclusion"in the perspective of public policy can be defined as:Through explicit or implicit policy arrangement,the policy leader can achieve certain goals:Or exclude certain members of society,groups or regions from policy benefits;Or deny,repress,and reject some kind of improper value,idea and behavior,the process or result of distributing social value according to certain policy objectives.Public policy exclusion analysis framework has its own unique research object and discourse system.It is different from social exclusion,policy distribution and policy discrimination.Public policy exclusion is an analytical concept to study the operation mechanism and basic laws of public policy exclusion.The theory of public policy exclusion takes the excluded as the research object,takes exploring the classification standard and process mechanism of positive and negative policy exclusion as the main line of research,and takes promoting the transformation from negative policy exclusion to positive policy exclusion as the research goal.Deepening the research on the exclusion of public policy.It has important theoretical value and practical significance for enriching the theoretical system of policy science and improving the validity of public policy operation.
